Westminster

Westminster History
 
  Westminster and the surrounding region was strictly Spanish territory between the 1490s and the 1850s. At the close of the Mexican-American War, the Union claimed rights to California and a government land commission was set up to review ownership of the property. Shortly after, an American investor named Abel Stearns bought a parcel known as Rancho Las Bolsos from its Spanish owners. The commission approved the transaction and the parcel was renamed Stearns Rancho. About 20 years later, a Presbyterian reverend bought 6,000 acres of the Stearns Rancho with the intention of establishing a colony of like-minded residents. He asked fellow Presbyterians to join him, providing each with a 40-acre farm. Reverend Webber chose to name his colony Westminster, after the Westminster Assembly of 1643. The colony grew slowly and steadily, as residents built drainage systems for their fields, as well as schools, churches and general stores. The dairy industry and celery crops fueled the community's economy.

  Westminster remained largely agricultural until the 1940s. Many of the servicemen stationed in Southern California decided to stay once the war ended, and housing tracts were developed to accommodate them. Throughout the second half of the century, Westminster's residential needs increased and slowly replaced the farmlands.  In the 1980s, Westminster became a popular destination for Southeast Asian refugees. These new residents opened many small businesses along Bolsa Avenue, laying the base for what would later be known as Little Saigon, the city's largest tourist attraction.  Westminster was incorporated in 1957, when the population was roughly 11,000. As of 2000, the city's population was just more than 88,000.

About Westminster
 
  Westminster's motto is "The City of Progress Built on Pride." The city has grown steadily in the years since its Presbyterian colonization, through development of housing, retail complexes, and commercial centers. The growing success of Little Saigon has attracted nationwide attention to Westminster as the cultural center of the Vietnamese American community. In 1996, the National Civic League awarded Westminster with the "All-America City" designation for the strength of its civic accomplishments. Specific projects noted by the awarding committee were anti-gang efforts, programs for at-risk children, and Community Collaborative, a program that teamed city and county leaders to strengthen the range of community services. 

  Most of Westminster consists of residential neighborhoods. Housing boomed in this area in the 1960s and 1970s, and many homes reflect the styling popular in those years. As in many Orange County cities, rising home values have prompted some homeowners to modernize their properties. As a result, the neighborhoods of Westminster are often a mix of the old and new, which adds to the city's character. The commercial and retail sectors of the city are the Westminster Mall area and Little Saigon on Bolsa Avenue. The mall was built in the 1970s, and has since attracted many restaurants and businesses in and around the complex. As noted above, Little Saigon began to form in the 1980s due to an influx of Asian refugees.      

Activities
 
  Westminster maintains 20-plus city parks and a variety of public facilities. At Gillespie Park, for example, visitors will find lighted tennis courts, softball fields, basketball courts, handball courts and more. Liberty Skate Park on Monroe Street is a popular hangout for teens, while parents enjoy the open space at Bolsa Chica Park. In the summer months, swimming lessons for adults and children are available at La Quinta High School and Westminster High School. Those who don't need lessons can cool off in the pools during designated recreational swimming hours. The city also offers adult sports leagues and special recreational programs for seniors.

  The best-known attraction of Westminster is Little Saigon, a region that blends the cultural influences of Korea, Thailand, China, Cambodia, and Vietnam. Colorful cultural events, shops and eating establishments attract curious visitors and locals shopping for cultural wares. Restaurateurs prepare authentic dishes, while neighboring shop owners sell a variety of traditional crafts and jewelry. Events include a Chinese New Year's Parade featuring costumed dancers performing traditional celebrations.   Mainstream shopping is available at the Westminster Mall. The indoor complex is located just south of Interstate 405 at Goldenwest. The facility features department stores, national retailers, and restaurants. More restaurants and large home stores are located just outside the mall.   

Schools
 
  Westminster's public schools are managed by one of four school districts: Westminster Elementary School District, Garden Grove Unified School District, Ocean View Elementary School District, and Huntington Beach Union High School District. Westminster Elementary School District has 17 elementary campuses in the cities of Westminster, Huntington Beach, and Garden Grove. Ten of these schools are located in Westminster, providing coursework for pre-kindergarten through the eighth grade.

  Garden Grove Unified School District is one of the largest districts in the area, with a total of more than 65 campuses. The district serves Garden Grove, Santa Ana, Fountain Valley, Stanton, and Westminster. Garden Grove Unified's Westminster campuses are: Anthony Elementary, Carrillo Elementary, Marshall Elementary, Post Elementary, McGarvin Intermediate, and La Quinta High School. Ocean View Elementary School District serves mainly Huntington Beach and Fountain Valley, but does operate one campus - Westmont Elementary - in Westminster. Westminster High School, with an enrollment of 2,500, is part of the Huntington Beach Union High School District. Nearby colleges include Golden West College in Huntington Beach, Coastline College in Fountain Valley, Cypress College, and Santa Ana College. There are two local university campuses also: the University of Phoenix, Southern California campus and California State University at Long Beach.
